Grafting produces excellent queens. But it requires steady hands, sharp eyes, and seasons of practice to do reliably. Not every beekeeper wants to invest that, and not every beekeeper can.
For beekeepers who cannot graft or simply choose not to, the alternatives have always been a compromise. Swarm cells are unpredictable. Cut comb forces you to destroy sections of drawn comb and requires wax foundation to do it properly. Emergency cells give you whatever the colony decides, not what you would choose.
